Convocan para el próximo viernes a tuitazo por el Día del Educador

EL Ministerio de Educación convoca para el próximo día 14 de diciembre a un tuitazo por el Día del Educador, en el que podrán participar todos los cubanos con perfiles en redes sociales y que deseen celebrar la fecha con todos los maestros y profesores cubanos donde quiera que se encuentren.

#Cuba, #FelicidadesEducadores, #CubaEduca y #MaestroPorSiempre serán las etiquetas que se utilizarán para la ocasión con el objetivo de exponer el quehacer de los docentes, el desarrollo del sistema nacional de enseñanza luego del triunfo de la Revolución, la hazaña que constituyó la Campaña de Alfabetización que culminó el 22 de diciembre de 1961, así como también destacar la vocación internacionalista de los educadores cubanos.

La cita en las redes sociales será entre las 10:00 a.m. y las 12:00 m, con protagonismo de las cuentas de Facebook y Twitter del Ministerio de Educación: @CubaMINED.

PROYECTO DE DECLARACION FINAL del XVIII ENCUENTRO

CONTINENTAL DE SOLIDARIDAD CON CUBA EN ESLOVENIA- 23-25 DE NOVIEMBRE DEL 2018

Nosotros, 65 representantes de 33 Organizaciones y Asociaciones de  Amistad y de Solidaridad con Cuba de 24 países de  Europa, participantes en el XVIII Encuentro Continental de solidaridad con Cuba con este hermano país, celebrado en , Eslovenia del 23 al 25 de noviembre del 2018, al concluir las sesiones de trabajo adoptamos la siguiente Declaración Final:

Nosotr@s cr@s del sólido movimiento de solidaridad con Cuba de  Europa, nos reunimos aquí con el objetivo de seguir fortaleciendo el trabajo de solidaridad con Cuba, a través de acciones concretas para defender la Revolución Cubana, mediante la denuncia permanente del bloqueo divulgando su realidad, valores y logros.

Reiteramos nuestro apoyo a todas las reivindicaciones de Cuba frente a las agresiones incesantes del gobierno de los Estados Unidos desde más de medio siglo. Es por ello que exigimos:

– El levantamiento del bloqueo infligido a Cuba por los Estados Unidos desde más de   medio siglo afectando todos los sectores, la Salud, la educación, la cultura, de modo que ninguna esfera de la vida cotidiana escapa a su impacto negativo, y que traba el desarrollo integral del país. En los últimos meses, por su carácter extraterritorial, la batida permanente de las transacciones financieras cubanas y de las operaciones bancarias y de crédito con Cuba a escala mundial se intensificó, causando graves perjuicios a la economía del país. Condenamos este bloqueo cruel que no contento de golpear a la población de lleno, desacata el Derecho y las normas del comercio internacional, impone normas a las relaciones del mundo con Cuba y contraviene los principios fundamentales de la Carta de las Naciones Unidas.

– El cierre de la base de Guantánamo ubicada en un territorio ilegalmente ocupado por los Estados Unidos y utilizada como centro de detención y de tortura sin ningún respeto a las legislaciones internacionales, y la restitución de este territorio a la soberanía de Cuba

– El cese del financiamiento por parte de los Estados Unidos a los programas de injerencia política y desestabilización en la isla, así como de los grupos contrarrevolucionarios bautizados disidentes por la propaganda mediática de los Estados Unidos y de otras potencias  occidentales encaminadas a destruir el sistema económico, político y social libremente elegido por el pueblo cubano.

– La indemnización por parte de los  Estados Unidos de los daños económicos y humanos ocasionados al pueblo cubano por el bloqueo y otras agresiones desde hace más de cincuenta años.

– Saludamos  y apoyamos el rechazo de la comunidad internacional al bloqueo económico, comercial y financiero expresada en las 10 votaciones a favor de la Resolución Cubana en la 73 Asamblea General de la ONU.

• Recibimos con agrado los avances que se han venido dando en el marco de la implementación provisional del Acuerdo de Diálogo Político y de Cooperación Cuba – UE, por lo que llamamos a los gobiernos a continuar  ampliando y fortaleciendo las relaciones político-diplomáticas, económico-comerciales y de cooperación con Cuba en todos los ámbitos y rechazamos la resolución del Parlamento Europeo del 14 de novıembre del presente ano sobre la situación de los derechos humanos en Cuba, por lo que nos comprometemos una vez mas a contrarrestar estas mentiras.

• Exigimos a los gobiernos europeos que se opongan concretamente a los efectos extraterritoriales de las leyes del bloqueo, como lo prevé el reglamento europeo que impone sanciones a toda persona o empresa que apliquen estas leyes.

• Rechazamos la política hostil, injerencista y violatoria del derecho internacional de la Administración del  Presidente Donald Trump, las infundadas acusaciones sobre supuestos ataques supersónicos contra funcionarios diplomáticos norteamericanos, así como las recientes medidas impuestas que afectan no solo al heroico pueblo de Cuba, sino a los pueblos norteamericanos y del mundo.

• Condenamos el financiamiento de planes subversivos contra la Revolución Cubana y en especial su juventud, y las campañas de desinformación y tergiversación de su realidad. Condenamos las recientes calumnias del presidente de Brasil Bolsonaro, quien ha desfamando el labor solidario, humanista e internacionalista de los médicos cubanos en Brasil.

• Reconocemos la voluntad y decisión expresa del gobierno y pueblo cubanos de continuar el proceso de normalización de las relaciones  diplomáticas y de cooperación con los EE.UU. sobre la base de la igualdad, el respeto mutuo, sin condicionamientos y la no injerencia en los asuntos internos.

• Apoyamos el proceso de actualización del modelo político,  económico y social cubano, que tiene como objetivo fortalecer el socialismo y lograr una economía sostenible, eficiente y racional.

• Saludamos el actual proceso de  consultas populares en torno al proyecto de constitución en Cuba, que hoy ya cuenta con la participación de más de 7 millones de cubanos y más de 1 millón de propuestas, que en su mayoría ratifican la voluntad expresa del pueblo cubano de fortalecer el socialismo y su carácter popular y democrático e inclusivo de permanente consulta con el pueblo.

• Exhortamos a los amigos y amigas a sumarse a las campañas de

solidaridad por Cuba, mediante la participación activa en las Brigadas Internacionales de Trabajo Voluntario y en otros proyectos solidarios, que permiten conocer  la realidad cubana y su vocación humanista y solidaria.

• Convocamos a trabajar por un mejor y mayor uso de las redes

sociales y de los medios alternativos de información, para lograr una mayor sensibilización y movilización.

• Nos comprometemos a fortalecer el nivel de coordinación, comunicación y trabajo conjunto entre todos

• Seguir involucrando a jóvenes, representantes de los más diversos sectores, especialmente al movimiento obrero, en favor de estas y las causas justas en el mundo.

• Apoyamos todos los gobiernos y movimientos progresistas de América Latina y del Caribe en su lucha frente al imperialismo, defendiendo su propia soberanía, especialmente la República Bolivariana de Venezuela.

• En el marco del 60 Aniversario del triunfo de la Revolución Cubana  y en el Segundo  Aniversario de la desaparición física del Líder Histórico de la Revolución Cubana, Fidel Castro Ruz reiteramos nuestra confianza en que Cuba resistirá y seguirá siendo fiel al legado de estos dos íconos mundiales y ratificamos nuestro compromiso solidario en la lucha por un mundo de paz, justicia y dignidad.

• Saludamos la propuesta de los amigos de la RAMS y SARC de la Federación de Rusia de ser la sede del XIX Encuentro Continental de Solidaridad con Cuba en el 2020.

 

DRAFT FINAL DECLARATION of the XVIII CONTINENTAL MEETING

ın SOLIDARITY WITH CUBA IN SLOVENIA- NOVEMBER 23-25, 2018

We, 65 representatives of 33 Organizations and Associations of Friendship and Solidarity with Cuba of 24 countries of Europe, participants of the XVIII Continental Meeting of solidarity with Cuba, with this brother country, held in, Slovenia from 23 to 25 November, 2018, at the conclusion of the working sessions, have adopted the following Final Declaration:

We, companeros and companeras of the movement ın fırm solidarity with Cuba in Europe, met here with the objective of continuing to strengthen the work of solidarity with Cuba, through concrete actions ın defense of the Cuban Revolution, through the permanent denunciation of the blockade and by tellıng the truth about its reality, values ​​and achievements.

We reiterate our support for all the demands of Cuba against the constant aggressions of the government of the United States for more than half a century. Thıs is why we demand:

• The lifting of the blockade inflicted on Cuba by the United States for more than half a century, whıch affects all sectors, ıncludıng health, education and culture, so that no sphere of daily life escapes its negative impact, and that hinders the development of the country as a whole. In recent months, due to its extraterritorial nature, the permanent breakdown of Cuban financial transactions and of banking and credit operations with Cuba on a global scale have intensified, causing serious damage to the country’s economy. We condemn this cruel blockade that, not only hits the population ın every sense, but also disregards the law and the norms of international trade, imposes norms on the relations of the world with Cuba and contravenes the fundamental principles of the Charter of the United Nations.

– The closure of the Guantánamo base located in a territory illegally occupied by the United States and used as a detention and torture center without any respect for international laws, and the restitution of this territory to the sovereignty of Cuba

– That the United States cease fınancıng programs of political interference and destabilization on the island, as well as counter-revolutionary groups baptized as dissidents by the media propaganda in the United States and other Western powers aimed at destroying the economic polıtıcal and social system freely chosen by the Cuban people.

– That the United States gıves fınancial compensatıon for the economic and human damage caused to the Cuban people by the blockade and other aggressions for more than fifty years.

– We welcome and support the rejection by the international community of the economic, commercial and financial blockade expressed in the 10 different votes in favor of the Cuban Resolution in the 73rd General Assembly of the UN.

– We welcome the progress that has been made in the framework of the provisional implementation of the Cuba – EU Political Dialogue and Cooperation Agreement, which is why we call on the governments of Europe to continue expanding and strengthening polıtical-diplomatic and economic-commercial relations and cooperation with Cuba. In this regard, we reject the resolution of the European Parliament of November 14 of this year on the situation of human rights in Cuba. For thıs reason we commit ourselves once again to counteractıng these lies.

– We demand that European governments specifically oppose the extraterritorial effects of the blockade laws, as provided for in the European regulations that impose sanctions on any person or company that applies these laws.

– We reject the hostile, and interventionist policy of the Administration of President Donald Trump, which violates the International Law and the unfounded accusations of alleged supersonic attacks against US diplomatic officials, as well as the recent measures imposed that affect not only the heroic people of Cuba, but also the North-American people and the world.

• We condemn the financing of subversive plans against the Cuban Revolution and especially its youth, and the campaigns of disinformation and misrepresentation of its reality.

– We condemn the recent slander by the president of Brazil Bolsonaro agaınst the work of Cuban doctors there, who are an example of the solıdarıty, humanıty and ınternatıonalısm of Cuba.

– We recognize the willingness and express decision of the Cuban government and people to continue the process of normalization of diplomatic relations and cooperation with the United States on the basis of equality, mutual respect, without conditions, and wıth non-interference in internal affairs.

– We support the process of updating the Cuban political, economic and social model, which aims to strengthen socialism and achieve a sustainable, efficient and rational economy.

– We welcome the current process of popular consultations on the draft constitution in Cuba, ın whıch more than 7 million Cubans have partıcıpated up to now, makıng more than 1 million proposals, most of which ratify the express will of the Cuban people to strengthen socialism and its popular and democratic and inclusive character of permanent consultation with the people.

– We call on our friends to join the campaigns of solidarity wıth Cuba, through active participation in the International Volunteer Work Brigades and in other solidarity projects that allow us to get to know about the Cuban reality and its spırıt of humanism and solidarıty.

– We call for workıng for a better and greater use of socıal networks and of alternative means of information, to achieve greater awareness and mobilization.

– We are committed to strengthening the level of coordination, communication and joint work among all of us.

– We will continue to involve young people, representatives of the most diverse sectors, especially the workers’ movement, in favor of these and all the just causes in the world.

– We support all the progressive governments and movements in Latin America and Caribbean, in their fight to confront imperialism, in defense of their sovereignty, especially the Bolivarian Republic of Venezuela.

– In the framework of the 60th Anniversary of the triumph of the Cuban Revolution and the Second Anniversary of the physical loss of the Historical Leader of the Cuban Revolution, Fidel Castro Ruz, we reiterate our confidence that Cuba will resist and will remain faithful to the legacy of these two world-wıde symbols. We reaffirm our commitment to solidarity in the struggle for a world of peace, justice and dignity.

– We welcome the proposal of the friends of the RAMS and SARC of the Russian Federation to host the XIX Continental Meeting of Solidarity with Cuba in 2020.

Declaración del ICAP

La Habana, 20 de noviembre de 2018.

“Año 60 de la Revolución.”

Estimadas amigas y amigos del Movimiento de Solidaridad con Cuba:

Una vez más Cuba es objeto de una burda campaña de descrédito  e injurias por la soberana decisión que tomó el Ministerio de Salud Pública de Cuba de no continuar participando en el Programa Más Médicos de Brasil ante las amenazas e irrespeto del presidente electo de ese país, Jair Bolsonaro, el cual ha declarado y reiterado que modificará los términos y condiciones del Programa, irrespetando a la Organización Panamericana de la Salud (OPS) y a lo convenido por la misma con Cuba, al cuestionar la preparación de los médicos cubanos, y condicionar su permanencia en el programa a la revalidación del título y a la contratación individual.

Con total desfachatez, Bolsonaro, la ultraderecha de ese país, y la mafia miamense atacan los acuerdos triangulares OPS-Brasil-Cuba esgrimiendo las falacias de que Cuba se apropia de los salarios de los médicos, y que no permite la presencia de sus familiares en Brasil, llegando a cuestionar la dignidad, la profesionalidad y el altruismo de los colaboradores cubanos que una y otra vez han prestado sus servicios en aquellos lugares a los que no quieren ir los médicos brasileños ni los médicos de otros países;  asumiendo nuestros galenos peligros y riesgos por su noble vocación de salvar vidas.

Sabe muy bien el presidente Bolsonaro que, aun cuando se produjo el golpe de estado legislativo judicial contra la presidenta Dilma Rousseff, Cuba continuó participando del acuerdo, con la única condición que se mantuvieran las garantías ofrecidas  a los colaboradores por las autoridades locales.

Decidimos, por considerar riesgosa la presencia de nuestra colaboración médica en las actuales circunstancias de Brasil, tras el triunfo electoral de Bolsonaro, su retirada del hermano país. Cuba, en su condición humanista, que prioriza en primer lugar al ser humano antes de consideraciones económicas o de otra índole, se vio impelida de tomar la decisión de proteger a sus profesionales física y moralmente, decisión que la mayoría de los amigos del mundo, especialmente los latinoamericanos, han entendido y apoyado haciéndolo explícito a través de mensajes y comunicados circulados en la redes sociales.

El Instituto Cubano de Amistad con los Pueblos (ICAP), en nombre del gobierno y pueblo cubano agradece el acompañamiento de todas y cada una de las amigas y amigos que apoyaron y aún apoyan moral, política, y materialmente a nuestros galenos en cualquier escenario en que estos se encuentren, a la vez que apreciamos también las expresiones de comprensión, solidaridad, y sobre todo de respeto al derecho de autodeterminación y soberanía de nuestro pueblo.

Nuestros representantes de la medicina comenzarán a regresar a su patria en los primeros días con el orgullo del deber cumplido, con la frente limpia, en alto, y con la convicción de volver nuevamente a cumplir su misión en cualquier país hermano que lo necesite.

Tenemos la certeza que las despedidas, en cada uno de los estados brasileros en que fueron acogidos como huéspedes ilustres, serán mucho más emotivas que los grandes actos en que fueran recibidos.

A su vez, también tenemos la convicción que los profundos lazos de solidaridad y amistad, que se han formado entre nuestros pueblos, no podrán ser quebrantados jamás.

Sólo nos resta reiterarles a cada uno de ustedes nuestro compromiso de continuar con la dignidad en alto, enarbolando nuestra verdad sin ceder ni un tantico en nuestros principios; tarea que sabemos no será fácil, en la cual contamos con el apoyo de cada uno de ustedes, los amigos de siempre, los amigos de mil batallas con los cuales hemos compartido innumerables victorias. Sepan que no los defraudaremos.

Dear Friends from the Solidarity with Cuba Movement:

Once again our country has been subjected to a shoddy campaign to discredit it, using as pretext the Ministry of Public Health’s sovereign decision of discontinuing Cuba’s participation in the Program More Doctors for Brazil in response to the threats and lack of respect from the elected President of that country, Jair Bolsonaro, who has repeatedly stated that will modify the Terms and Conditions of the Program, disregarding the Pan American Health Organization (PAHO) and ignoring what this body had agreed with Cuba; since he has put in doubt the qualification of our doctors and has conditioned their permanence in the program to a process of validation of their titles and established that contracts will only be signed on an individual basis.

With absolute barefacedness, Bolsonaro, the extreme right in Brazil and the Miami mafia have lambasted the triangular arrangements PAHO-Brazil-Cuba based on the fallacy that the Cuban government steals the revenues of the medical doctors and do not allow the presence of their families in Brazil, going as far as questioning the dignity, professionalism and self-sacrifice spirit of the Cuban collaborators that over and over again had served in difficult and perilous spots where Brazilian and foreign doctors would not go to work; facing up potential risks and dangers for their noble calling of saving lives.

President Bolsonaro is very well aware that, even under the uncertain circumstances of the legislative and judiciary coup d’état that took place against elected President Dilma Rousseff, Cuba delivered on its pledge on condition only that the guarantees offered to the doctors by the local authorities were maintained.

Under the current circumstances in Brazil, following Bolsonaro’s electoral victory and considering the presence of our medical staff is at risk, we have decided to withdraw our collaborators. Cuba, guided by humanistic principles which rank the human being over economic considerations or of any other kind, was forced to take the decision of protecting both, physically and morally its professionals. This determination has been understood and supported by the majority of friends worldwide, making it more explicit though messages and statements posted on social networking websites.

The Cuban Institute for Friendship the Peoples (ICAP), on behalf of the government and the people of Cuba thank the accompaniment of each and every friend who has supported and still continue to provide moral, political or material support to our medical doctors in whatever scenario these might be facing. Likewise, we very much appreciate the expressions of solidarity and understanding, but above all the respect of the right for self-determination and sovereignty of our country.

Our medical personnel will soon start returning to our homeland with pride for having fulfilled their duty, with their heads high, spotless, and with the conviction of returning to fulfill another mission in any other brotherly country be needed.

We are sure that the farewell activities, in each of the Brazilian states in which they were welcomed as distinguished guests will surely be even more emotional that all those big events to received them.

Furthermore, it is our conviction that the deep bonds of fellowship and solidarity that have been cemented between our two nations shall never be broken.

All that remains now is to reassure each and every one of you our commitment to keep human dignity well on high, holding strong to our truth without giving in to any of our principles. We know it won’t be an easy task, but we are counting with your support, eternal friends; those of many struggles who have also shared countless victories. Know that we will not let you down!!!!

Chers amis et amies du Mouvement de Solidarité avec Cuba:

Une fois de plus, Cuba fait l’objet d’une campagne grossière de discrédit et d’injures, pour la décision souveraine prise par le Ministère de la Santé Publique de Cuba, de ne plus participer au Programme “Más Médicos de Brasil”, face aux menaces et au manque de respect du Président élu de ce pays, Jair Bolsonaro, qui a déclaré et réitéré qu’il modifierait les termes et conditions du Programme, ne respectant pas l’Organisation Panaméricaine de la Santé (OPS) et ce qu’elle a convenu avec Cuba, en questionnant la préparation des médecins cubains, et en conditionnant leur permanence dans le Programme à la revalidation du titre et des contrats individuels.

Bolsonaro, l’extrême droite de ce pays, et la mafia de Miami attaquent avec la plus grande insolence les accords triangulaires OPS-Brésil-Cuba en brandissant l’idée fallacieuse que Cuba s’approprie les salaires des médecins et ne permet pas la présence de leurs proches au Brésil, mettant en cause la dignité, le professionnalisme et l’altruisme des collaborateurs cubains qui ont toujours rendu service dans des lieux où les médecins brésiliens et ceux d’autres pays, ne veulent jamais aller;  assumant nos galenos les dangers et les risques pour leur noble vocation de sauver des vies.

Le Président Bolsonaro sait bien que, même après le coup d’état législatif judiciaire contre la Présidente Dilma Rousseff, Cuba a continué à participer à l’accord, à la seule condition que les garanties offertes aux collaborateurs cubains par les autorités locales, soient respectées.

Nous avons décidé, le retrait du pays frère des médecins cubains, parce que nous considérons la présence de notre collaboration médicale comme un risque, dans les circonstances actuelles du Brésil, après le triomphe électoral de Bolsonaro. Cuba, dans sa condition humaniste, qui privilégie l’être humain avant les considérations économiques ou autres, a été poussée à prendre la décision de protéger physiquement et moralement ses professionnels, décision que la plupart des amis du monde, en particulier d’Amérique latine, ont comprise et soutenue en la rendant explicite par des messages et communiqués diffusés sur les réseaux sociaux.

L’Institut Cubain d’Amitié avec les Peuples (ICAP), au nom du gouvernement et du peuple cubains, remercie l’accompagnement de chacun de ses amis qui ont soutenu et soutiennent encore moralement, politiquement et matériellement nos galenos dans tout scénario dans lequel ils se trouvent, tout en appréciant les expressions de compréhension, de solidarité et, surtout, de respect du droit à l’autodétermination et la souveraineté de notre peuple.

Nos représentants de la Médecine commenceront à retourner dans leur pays dès les premiers jours, fiers de leur devoir accompli, le front propre bien haut, et avec la conviction de revenir et remplir à nouveau leur mission dans tout pays frère qui en aura besoin.

Nous sommes certains que les adieux, dans chacun des États brésiliens où ils ont été reçus comme d’illustres invités, seront beaucoup plus émouvants que les grands actes dans lesquels ils ont été accueillis.

Dans le même temps, nous sommes également convaincus que les liens profonds de solidarité et d’amitié qui se sont tissés entre nos peuples ne pourront jamais être rompus.

Il ne nous reste plus qu’à vous réitérer, notre engagement de continuer dignement à défendre notre vérité sans céder, en aucun cas, dans nos principes; une tâche qui, nous le savons, ne sera pas facile et dont nous comptons sur le soutien de chacun d’entre vous, les amis de toujours, les amis des mille batailles avec qui nous avons partagé d’innombrables victoires. Sachez que nous ne vous décevrons jamais.

Convocatoria y Programa de la LXIX Brigada Europea de Solidaridad JM

Reciba el saludo fraterno del Instituto Cubano de Amistad con los Pueblos. Como cada año el ICAP acoge con satisfacción a los amigos  del continente europeo, que nos acompañan en la Brigada Europea de Trabajo Voluntario y Solidaridad con Cuba “José Martí”, con el propósito de conocer la realidad de nuestro pueblo y contribuir al desarrollo agrícola del país con la realización de jornadas de trabajo voluntario.

 

El programa contempla visitas a lugares de interés histórico, económico, cultural y social; tanto en la capital como en las provincias, la impartición de conferencias sobre temas de actualidad nacional e internacional, encuentros con organizaciones de la sociedad cubana y el pueblo en general.

 

Esta XLIX edición de la Brigada Europea de Trabajo Voluntario y Solidaridad con Cuba “José Martí”, se realizará en el contexto de haber celebrado recientemente el aniversario 60 del Triunfo de la Revolución Cubana y del próximo aniversario 59 de nuestro instituto, ocasión que compartiremos con la celebración del 66 Aniversario de los Asaltos a los Cuarteles Moncada y Carlos Manuel de Céspedes y el 500 Aniversario de la Fundación de La Habana.

 

El programa se desarrollará del 30 de junio al 21 de julio del presente, en las provincias de Artemisa, La Habana y Matanzas.

 

Son 21 noches de estancia: de ellas 18 en el Campamento Internacional “Julio Antonio Mella” (CIJAM), ubicado en el municipio Caimito, a 45 Km. de la Ciudad de La Habana y 3 noches en un hotel de Varadero, en la provincia de Matanzas.

 

La estadía tendrá un costo de 460.00 CUC por pax, que incluye alojamiento (en habitaciones compartidas hasta para 5 personas en el CIJAM), pensión alimentaría completa, transfer in–out del aeropuerto y transportación a todas las actividades previstas en el programa. Las noches adicionales tendrán un costo de 15 cuc por pax y se pagarán directamente en el CIJAM, así como las actividades opcionales. No se trabajarán paquetes por menos de 10 días. Es condición imprescindible viajar con seguro médico con cobertura en Cuba.

 

Las jornadas de trabajo agrícola se efectuarán en áreas aledañas al Campamento, creado en el año 1972, el cual cuenta con condiciones adecuadas para satisfacer la vida colectiva y las necesidades de las personas que nos visitan de diferentes partes del mundo.

 

Con su asistencia, el brigadista se compromete a cumplir con el programa señalado y a observar adecuadamente las normas de conducta, disciplina y convivencia social.

Please receive the warm greetings of the Cuban Institute for Friendship with the Peoples (ICAP). Like every year before ICAP hosts with satisfaction its friends in the European continent, who have accompanied us in the “José Martí” Voluntary Work and Solidarity Brigade to know our people’s reality and contribute to the country’s agricultural development in numerous days of voluntary work.

 

The program includes visiting historical, economic, cultural and social places in the capital city as well as in other provinces; lectures on today’s national and international issues; meetings with both Cuban organizations and people.

 

The 49^th “José Martí” Voluntary Work and Solidarity Brigade will take place in the context of earlier celebrations of the 60^th anniversary of the triumph of the Cuban Revolution and the 59^th anniversary of our institute. It will also be an occasion to share together celebrations of the 66th anniversary of the attack on the “Moncada” and “Carlos Manuel de Céspedes” garrisons and the 500^th anniversary of the founding of Havana.

 

The Brigade’s program will take place from January 30 through July 21, 2019 in the provinces of Artemisa, Havana and Matanzas.

 

You will stay 21 nights: 18 in the “Julio Antonio Mella” International Camp (CIJAM) – which is located in the municipality of Caimito, 45 km away from the city of Havana – and 3 in a hotel in Varadero, in the province of Matanzas.

 

Your stay will cost 460.00 CUC per pax. It includes accommodation (in rooms for up to 5 people in CIJAM), full food pension, transfer in/out (airport) and transport for all the activities included in the program. Additional nights will cost 15.00 CUC per pax and, like optional activities, must be personally paid at CIJAM. Packages under ten-day stays are not accepted. It is indispensable to travel with medical insurance that can be used in Cuba.

 

The agricultural labor will be done in the fields next to the camp, which was founded in 1972 and has adequate conditions to satisfy a collective way of living and meet the needs of people who visit Cuba from different parts of the world.

 

When you participate in a brigade, you commit yourselves to fulfill the program and observe adequately the standards of behavior, discipline and social cohabitation of it.

Как и каждый год ICAP приветствует друзей европейского континента, которые присоединяются к нам в рамках Европейской Бригады добровольной работы и солидарности с Кубой  «Хосе Марти» с целью познания реальности нашего народа и содействия развитию сельского хозяйства страны с проведением добровольных рабочих дней.

 

Программа включает посещение исторических, экономических, культурных и социальных интересов; в столице, а так и в провинциях, лекции по текущим национальным и международным вопросам, встречи с организациями кубинского общества и народом в целом.

 

Этот XLIX-проект Европейской Бригады добровольной работы и солидарности с Кубой «Хосе Марти» состоится в контексте недавнего празднования 60-летия «Победа  Кубинской Революции» и предстоящей 59-й годовщины нашего Института, возможности, с которой мы поделимся празднование 66-й годовщины нападений на казармы Монкады и Карлоса Мануэля де Сеспедес и 500-летие основания Гаваны.

 

Программа будет проходить с 30 июня по 21 июля этого года в провинциях Артемиса, Гавана и Матансас.

 

Будет  21 ночь пребывания: из них 18 в Международном лагере «Хулио Антонио Мелла» (CIJAM), расположенном в муниципалитете Каймито, в 45 км от города Гаваны и 3 ночи в гостинице в Варадеро, в провинции Матансас.

 

Пребывание будет стоить 460,00 CUC на одного человека, включая проживание (в общих помещениях до 5 человек в CIJAM), полный пансион, трансфер), трансфер прилета и выезда в аэропорт и транспорт до всех запланированных в программе мероприятий. Дополнительные ночи будут стоить 15 CUC  на человека и будут оплачиваться непосредственно в CIJAM, а также дополнительные мероприятия. Пакеты не будут сформированы менее чем за 10 дней. Для поездки является необходимым условием нести медицинскую страховку с охватом на Кубе.

 

Дни сельскохозяйственных работ будут проводиться в районах, окружающих лагерь,созданный в 1972 году, который имеет достаточные условия для удовлетворения коллективной жизни и потребностей людей, которые посещают Нас из разных уголков мира.

 

Бригадир с его участием обязуется соблюдать указанную программу и соблюдать нормы поведения, дисциплины и социального сосуществования

 

 

 

Регистрация будет открыта для тех, кто интересуется до 25 мая 2019 года. Declaración del Ministerio de Salud Pública (English Portugués Arabic Ruso Italiano Alemán Chino)

El Ministerio de Salud Pública de la República de Cuba, comprometido con los principios solidarios y humanistas que durante 55 años han guiado la cooperación médica cubana, participa desde sus inicios en agosto de 2013 en el Programa Más Médicos para Brasil. La iniciativa de Dilma Rousseff, en ese momento presidenta de la República Federativa de Brasil, tenía el noble propósito de asegurar la atención médica a la mayor cantidad de la población brasileña, en correspondencia con el principio de cobertura sanitaria universal que promueve la Organi-zación Mundial de la Salud.

Este programa previó la presencia de médicos brasileños y extranjeros para trabajar en zonas pobres y apartadas de ese país.

La participación cubana en el mismo se realiza a través de la Organización Panamericana de la Salud y se ha distinguido por ocupar plazas no cubiertas por médicos brasileños ni de otras nacionalidades.

En estos cinco años de trabajo, cerca de 20 mil colaboradores cubanos atendieron a 113 millones 359 mil pacientes, en más de 3 mil 600 municipios, llegando a cubrirse por ellos un universo de hasta 60 millones de brasileños en el momento en que constituían el 80 por ciento de todos los médicos participantes en el programa. Más de 700 municipios tuvieron un médico por primera vez en la historia.

La labor de los médicos cubanos en lugares de pobreza extrema, en favelas de Río de Janeiro, Sao Paulo, Salvador de Bahía, en los 34 Distritos Especiales Indígenas, sobre todo en la Amazonía, fue ampliamente reconocida por los gobiernos federal, estaduales y municipales de ese país y por su población, que le otorgó un 95 por ciento de aceptación, según estudio encargado por el Ministerio de Salud de Brasil a la Universidad Federal de Minas Gerais.

El 27 de septiembre de 2016 el Ministerio de Salud Pública, en declaración oficial, informó próximo a la fecha de vencimiento del convenio y en medio de los acontecimientos en torno al golpe de estado legislativo-judicial contra la presidenta Dilma Rousseff que Cuba “continuará participando en el acuerdo con la Organización Panamericana de la Salud para la aplicación del Programa Más Médicos, mientras se mantengan las garantías ofrecidas por las autoridades locales”, lo cual se ha respetado hasta este momento.

El presidente electo de Brasil, Jair Bolsonaro, con referencias directas, despectivas y amenazantes a la presencia de nuestros médicos, ha declarado y reiterado que modificará términos y condiciones del Programa Más Médicos, con irrespeto a la Organización Panamericana de la Salud y a lo convenido por esta con Cuba, al cuestionar la preparación de nuestros médicos y condicionar su permanencia en el programa a la reválida del título y como única vía la contratación individual.

Las modificaciones anunciadas imponen condiciones inaceptables e incumplen las garantías acordadas desde el inicio del Programa, que fueron ratificadas en el año 2016 con la renegociación del Término de Cooperación entre la Organización Panamericana de la Salud y el Ministerio de Salud de Brasil y el Convenio de Coope-ración entre la Organización Panamericana de la Salud y el Ministerio de Salud Pública de Cuba. Estas inadmisibles condiciones hacen imposible mantener la presencia de profesionales cubanos en el Programa.

Por tanto, ante esta lamentable realidad, el Ministerio de Salud Pública de Cuba ha tomado la decisión de no continuar participando en el Programa Más Médicos y así lo ha comunicado a la Directora de la Organización Panamericana de la Salud y a los líderes políticos brasileños que fundaron y defendieron esta iniciativa.

No es aceptable que se cuestione la dignidad, la profesionalidad y el altruismo de los colaboradores cubanos que, con el apoyo de sus familias, prestan actualmente servicios en 67 países. En 55 años se han cumplido 600 mil misiones internacionalistas en 164 naciones, en las que han participado más de 400 mil trabajadores de la salud, que en no pocos casos han cumplido esta honrosa tarea en más de una ocasión. Se destacan las hazañas de la lucha contra el ébola en África, la ceguera en América Latina y el Caribe, el cólera en Haití y la participación de 26 brigadas del Contingente Internacional de Médicos Especializados en Desastres y Grandes Epidemias “Henry Reeve” en Pakistán, Indonesia, México, Ecuador, Perú, Chile y Venezuela, entre otros países.

En la abrumadora mayoría de las misiones cumplidas los gastos han sido asumidos por el gobierno cubano. Igualmente, en Cuba se han formado de manera gratuita 35 mil 613 profesionales de la salud de 138 países, como expresión de nuestra vocación solidaria e internacionalista.

A los colaboradores se les ha mantenido en todo momento el puesto de trabajo y el 100 por ciento de su salario en Cuba, con todas las garantías laborales y sociales, como al resto de los trabajadores del Sistema Nacional de Salud.

La experiencia del Programa Más Médicos para Brasil y la participación cubana en el mismo demuestra que sí se puede estructurar un programa de cooperación Sur-Sur bajo el auspicio de la Organización Panamericana de la Salud, para impulsar sus metas en nuestra región. El Programa de las Naciones Unidas para el Desarrollo y la Organización Mundial de la Salud lo califican como el principal ejemplo de buenas prácticas en cooperación triangular y la implementación de la Agenda 2030 con sus Objetivos de Desarrollo Sostenible.

Los pueblos de Nuestra América y del resto del mundo conocen que siempre podrán contar con la vocación humanista y solidaria de nuestros profesionales.

El pueblo brasileño, que hizo del Programa Más Médicos una conquista social, que confió desde el primer momento en los médicos cubanos, aprecia sus virtudes y agradece el respeto, sensibilidad y profesionalidad con que le atendieron, podrá comprender sobre quién cae la responsabilidad de que nuestros médicos no puedan continuar prestando su aporte solidario en ese país.

Declaration of the Ministry of Public Health of Cuba

The Ministry of Public Health of the Republic of Cuba, committed to the solidarity and humanistic principles that have guided Cuba’s medical cooperation for 55 years, has been participating in the Program More Doctors for Brazil since its inception in August 2013.  This initiative launched by Dilma Rousseff, who was at that moment the president of the Federal Republic of Brazil, pursued the double purpose of guaranteeing medical assistance to the majority of the Brazilian people, following the principle of universal health coverage promoted by the World Health Organization.

The program had planned the inclusion of Brazilian and foreign doctors who would go to work in poor and remote areas of that country.

Cuba’s participation in this program was arranged through the Pan-American Health Organization with one distinctive feature, for it was intended to fill the vacancies left by doctors from Brazil and other foreign nations.

During these five years of work, around 20 000 Cuban cooperation workers have assisted 113 359 000 patients in more than 3 600 municipalities.  They managed to provide health coverage to a universe of up to 60 million Brazilians at the moment when they accounted for 80 per cent of all the doctors who were taking part in the program. More than 700 municipalities were able to count on a doctor for the first time ever.

The work of Cuban doctors in areas of extreme poverty, in the favelas of Rio de Janeiro, Sao Paulo, Salvador de Bahia and the 34 Special Indigenous Districts, particularly in Amazonia, was largely recognized by the federal, state and municipal governments of that country and its population, 95 per cent of which expressed their acceptance, according to a survey carried out by the Federal University of Minas Gerais at the request of the Ministry of Health of Brazil.

On September 27, 2016, the Ministry of Public Health, in an official statement issued on a day close to the expiration date of the agreement and amidst the events associated to the legislative and judicial coup d’ etat against president Dilma Rousseff, announced that Cuba “would continue to honor its agreement with the Pan-American Health Organization for the implementation of the Program More Doctors, provided that the guarantees offered by local authorities were maintained”, something that has been so far respected.

Jair Bolsonaro, president elect of Brazil, who has made direct, contemptuous and threatening comments against the presence of our doctors, has declared and reiterated that he will modify the terms and conditions of the Program More Doctors, in full disregard of the Pan-American Health Organization and the agreement reached by this organization with Cuba, since he has questioned the qualification of our doctors and has conditioned their permanence in the program to a process of validation of their titles and established that contracts will only be signed on an individual basis.

The announced modifications impose conditions that are unacceptable and fail to ensure the guarantees that had been previously agreed upon since the beginning of the Program, which were ratified in 2016 with the re-negotiation of the Terms of Cooperation between The Pan-American Health Organization and the Ministry of Health of Brazil and the Cooperation Agreement between the Pan-American Health Organization and the Ministry of Public Health of Cuba.  These unacceptable conditions make it impossible to maintain the presence of Cuban professionals in the Program.

Consequently, in the light of this unfortunate reality, the Ministry of Public Health of Cuba has decided to discontinue its participation in the Program More Doctors and has informed so to the Director of the Pan-American Health Organization and the political leaders of Brazil who founded and defended this initiative.

The decision to bring into question the dignity, professionalism and altruism of Cuban cooperation workers who, with the support of their families, are currently offering their services in 67 countries is unacceptable. During the last 55 years, a total of 600 000 internationalist missions have been accomplished in 164 nations, with the participation of 400 000 health workers who, in quite a few cases, have fulfilled this honorable task more than once. Their feats in the struggle against the Ebola virus in Africa, blindness in Latin America and the Caribbean and cholera in Haiti as well as the participation of 26 brigades of the International Contingent of Doctors Specialized in Disaster Situations and Great Epidemics “Henry Reeve” in Pakistan, Indonesia, Mexico, Ecuador, Peru, Chile and Venezuela, among other countries, are worthy of praise.

In the overwhelming majority of the missions that have been accomplished, all expenses have been covered by the Cuban government.

Likewise, 35 613 health professionals from 138 countries have been trained in Cuba at absolutely no cost as an expression of our solidarity and internationalist vocation.

All Cuban cooperation workers have preserved their posts and their full salary in Cuba, together with all due labor and social benefits, just as the rest of the workers of the National Health System.

The experience of the Program More Doctors for Brazil and Cuba’s participation in it show that it is indeed possible to structure a South-South Cooperation Program under the auspices of the Pan-American Health Organization in order to promote the achievement of its goals in our region.  The United Nations Development Program and the World Health Organization have described it as the main example of good practices in triangular cooperation and the implementation of the 2030 Agenda and its Sustainable Development Goals.

The peoples from Our America and from all over the world know that they will always be able to count on the solidarity and humanistic vocation of our professionals.

The Brazilian people, who turned the Program More Doctors into a social achievement and, from the very beginning, has trusted Cuban doctors, recognized their virtues and appreciated the respect, sensitivity and professionalism with which they have assisted them, will understand who are to be held responsible for our doctors’ not being able to continue offering their fraternal contribution in that country.

O Ministério da Saúde Pública da República de Cuba, comprometido com os princípios solidários e humanistas que durante 55 anos têm guiado a cooperação médica cubana, participa desde seus começos, em agosto de 2013, no Programa Mais Médicos para o Brasil. A iniciativa de Dilma Rousseff, nessa altura presidenta da República Federativa do Brasil, tinha o nobre propósito de garantir a atenção médica à maior quantidade da população brasileira, em correspondência com o princípio de cobertura sanitária universal promovido pela Organização Mundial da Saúde.

Este programa previu a presença de médicos brasileiros e estrangeiros para trabalhar em zonas pobres e longínquas desse país.

A participação cubana nele é levada a cabo por intermédio da Organização Pan-americana da Saúde e se tem caracterizado por ocupar vagas não cobertas por médicos brasileiros nem de outras nacionalidades.

Nestes cinco anos de trabalho, perto de 20 mil colaboradores cubanos ofereceram atenção médica a 113 milhões 359 mil pacientes, em mais de 3 mil 600 municípios, conseguindo atender eles um universo de até 60 milhões de brasileiros na altura em que constituíam 88 % de todos os médicos participantes no programa. Mais de 700 municípios tiveram um médico pela primeira vez na história.

O trabalho dos médicos cubanos em lugares de pobreza extrema, em favelas do Rio de Janeiro, São Paulo, Salvador de Baía, nos 34 Distritos Especiais Indígenas, sobretudo na Amazônia, foi amplamente reconhecida pelos governos federal, estaduais e municipais desse país e por sua população, que lhe outorgou 95% de aceitação, segundo o estudo encarregado pelo Ministério da Saúde do Brasil à Universidade Federal de Minas Gerais.

Em 27 de setembro de 2016 o Ministério da Saúde Pública, em declaração oficial, informou próximo da data de vencimento do convênio e em meio dos acontecimentos relacionados com o golpe de estado legislativo-judicial contra a Presidenta Dilma Rousseff que Cuba “continuará participando no acordo com a Organização Pan-americana da Saúde para a implementação do Programa Mais Médicos, enquanto sejam mantidas as garantias oferecidas pelas autoridades locais”, o que até o momento foi respeitado.

O presidente eleito do Brasil, Jair Bolsonaro, fazendo referências diretas, depreciativas e ameaçadoras à presença de nossos médicos, declarou e reiterou que modificará termos e condições do Programa Mais Médicos, com desrespeito à Organização Pan-americana da Saúde e ao conveniado por ela com Cuba, ao pôr em dúvida a preparação de nossos médicos e condicionar sua permanência no programa a revalidação do título e como única via a contratação individual.

As mudanças anunciadas impõem condições inaceitáveis que não cumprem com as garantias acordadas desde o início do Programa, as quais foram ratificadas no ano 2016 com a renegociação do Termo de Cooperação entre a Organização Pan-americana da Saúde e o Ministério da Saúde da República de Cuba. Estas condições inadmissíveis fazem com que seja impossível manter a presença de profissionais cubanos no Programa. Por conseguinte, perante esta lamentável realidade, o Ministério da Saúde Pública de Cuba decidiu interromper sua participação no Programa Mais Médicos e foi assim que informou a Diretora da Organização Pan-americana da Saúde e os líderes políticos brasileiros que fundaram e defenderam esta iniciativa.

Não aceitamos que se ponham em dúvida a dignidade, o profissionalismo, e o altruísmo dos colaboradores cubanos que, com o apoio de seus familiares, prestam serviço atualmente em 67 países. Em 55 anos já foram cumpridas 600 mil missões internacionalistas em 164 nações, nas quais participaram mais de 400 mil trabalhadores da saúde, que em não poucos casos cumpriram esta honrosa missão mais de uma vez. Destacam as façanhas de luta contra o ébola na África, a cegueira na América Latina e o Caribe, a cólera no Haiti e a participação  de 26 brigadas do Contingente Internacional de Médicos Especializados em Desastres e Grandes Epidemias “Henry Reeve” no Paquistão, Indonésia, México, Equador, Peru, Chile e Venezuela, entre outros países.

Na grande maioria das missões cumpridas, as despesas foram assumidas pelo governo cubano. Igualmente, em Cuba formaram-se de maneira gratuita 35 mil 613 profissionais da saúde de 138 países, como expressão de nossa vocação solidária e internacionalista.

Em todo momento aos colaborados foi-lhes conservado seu postos de trabalho e o 100 por cento de seu ordenado em Cuba, com todas as garantias de trabalho e sociais, mesmo como os restantes trabalhadores do Sistema Nacional da Saúde.

A experiência do Programa Mais Médicos para o Brasil e a participação cubana no mesmo, demonstra que sim pode ser estruturado um programa de cooperação Sul-Sul sob o auspício da Organização Pan-americana da Saúde, para impulsionar suas metas em nossa região. O Programa das Nações Unidas para o Desenvolvimento e a Organização Mundial da Saúde qualificam-no como o principal exemplo de boas práticas em cooperação triangular e a implementação da Agenda 2030 com seus Objetivos de Desenvolvimento Sustentável.

Os povos da Nossa América e os restantes do mundo bem sabem que sempre poderão contar com a vocação humanista e solidária de nossos profissionais.

O povo brasileiro, que fez com que o Programa Mais Médicos fosse uma conquista social, que desde o primeiro momento confiou nos médicos cubanos, aprecia suas virtudes e agradece o respeito, a sensibilidade e o profissionalismo com que foram atendidos, poderá compreender sobre quem cai a responsabilidade de que nossos médicos não possam continuar oferecendo sua ajuda solidária nesse país.

بيان صادر عن وزارة الصحة العامة

 

في إشارات مباشِرة وتحقيرية وتهديدية لتواجد أطبائنا، أعلن الرئيس البرازيلي المنتخَب، جاير بولسونارو، تكراراً أنه سيعدّل أسس وشروط «برنامج مزيد من الأطباء»، مقللاً الاحترام لـ «منظمة الصحة عبر الأمريكية».
التزاماً بالمبادئ التضامنية والإنسانية التي استرشد بها التعاون الطبي الكوبي على مدار 55 سنة، تشارك وزارة الصحة العامة لجمهورية كوبا في «برنامج مزيد من الأطباء للبرازيل» منذ بداية تطبيقه في شهر آب/أغسطس 2013. كان لهذه المبادرة، التي طرحتها رئيسة جمهورية البرازيل الفدرالية في تلك اللحظة، ديلما روسيف، غاية نبيلة هي تأمين الرعاية الطبية لأكبر عدد ممكن من المواطنين البرازيليين، على أساس التغطية الصحية الشاملة التي تدعو لها منظمة الصحة العالمية.
نص البرنامج المذكور على مشاركة أطباء برازيليين وأجانب بالعمل في مناطق فقيرة ونائية من ذلك البلد.
تتم مشاركة كوبا في هذا البرنامج من خلال «منظمة الصحة عبر الأمريكية» وقد تميّزت بشغل وظائف لا يغطّيها أطباء برازيليون ولا من جنسيّات أخرى.
خلال السنوات الخمس المنقضية من عملهم، قدّم المتعاونون الكوبيون البالغ عددهم نحو عشرين ألفاً خدماتهم لـِ 113 مليوناً و359 ألف مريض في أكثر من ثلاثة آلاف و600 بلديّة، ووصل بهم الأمر ليغطّوا الاحتياجات الطبية لنحو ستين مليون برازيلي في اللحظة التي كانوا يشكّلون فيها ما نسبته 80 بالمائة من مجمل الأطباء المشاركين في البرنامج. في أكثر من 700 بلدية، كانت المرة في تاريخها التي يسجّل فيها وجود طبيب.
حظي عمل الأطباء الكوبيين في أماكن شديدة الفقر وأرياف ريّو دي جانيرو وساو باولو وسلفادور دي باهيّا وفي الدوائر الهندية الحمراء الخاصة، لا سيّما في منطقة الأمازون، بتقدير رفيع من جانب الحكومة الفدرالية وحكومات الولايات والبلديات في هذا البلد، كما من قبل سكّانها، حيث لاقى ما نسبته 95 بالمائة من القبول وفق ما أشارت إليه دراسة أجرتها جامعة ميناس جيرايس بتكليف من وزارة الصحة البرازيلية.
في السابع والعشرين من أيلول/سبتمبر 2016، أبلغت وزارة الصحة العامة في بيان رسمي أصدرته قبيل موعد انتهاء مدة الاتفاق، وفي خضم الأحداث المتعلّق بالانقلاب التشريعي-القضائي على الرئيسة ديلما روسّيف، أن كوبا «ستواصل التزامها بالاتفاق الموقّع مع ’منظمة الصحة عبر الأمريكية‘ لتطبيق ’برنامج مزيد من الأطباء‘، ما دامت قائمة الضمانات التي توفرها السلطات المحلية»، وهو أمر احترمته حتى هذه اللحظة.
في إشارات مباشِرة وتحقيرية وتهديدية لتواجد أطبائنا، أعلن الرئيس البرازيلي المنتخَب، جاير بولسونارو، تكراراً أنه سيعدّل أسس وشروط برنامج «مزيد من الأطباء»، مقللاً الاحترام لـ «منظمة الصحة عبر الأمريكية» وللاتفاق المبرم بين هذه وكوبا، وذلك لدى تشكيكه بالمستوى المهني لأطبائنا وربط بقاءهم ضمن البرنامج بتعديل شهادتهم وبأن يكون التعاقد بصفة فردية حصراً.
التعديلات المعلّنة تفرض شروطاً غير مقبولة وتنكث بالضمانات المتفق عليها منذ بداية البرنامج، والتي تمت المصادقة عليها في عام 2016 عندما أعيد التفاوض على «أسس التعاون بين ’منظمة الصحة عبر الأمريكية‘ ووزارة الصحة البرازيلية» و»اتفاق التعاون بين ’منظمة الصحة عبر الأمريكية ووزارة الصحة العامة الكوبية». وهذه الشروط المرفوضة تجعل من المستحيل الإبقاء على تواجد المهنيين الكوبيين ضمن البرنامج.
وعليه، وأمام هذا الواقع المؤسف، اتخذت وزارة الصحة العامة الكوبية قرارها بعدم المضيّ بمشاركتها في «برنامج مزيد من الأطباء»، وهذا ما أبلغته لمديرة «منظمة الصحة عبر الأمريكية» وللقادة السياسيين البرازيليين الذي أسسوا لهذه المبادرة ودافعوا عنها.
ليس من المقبول التشكيك بكرامة ومهنية وغيريّة المتعاونين الكوبيين الذين، وبمساعدة عائلاتهم، يقدّمون خدماتهم اليوم في 67 بلداً. خلال 55 سنة خلت، تم تنفيذ 600 ألف مهمّة أمميّة في 164 بلداً، شارك فيها أكثر من 400 ألف عامل في مجال الصحة، وفي عدد ليس بقليل من الحالات، نفّذوا هذه المهمّة المشرّفة أكثر من مرة. تبرز مآثر مكافحة داء «إيبولا» في أفريقية، والعمى في أمريكا اللاتينية والكاريبي، والكوليرا في هايتي ومشاركة 26 فرقة من «الفصيل الأممي للأطباء المتخصصين بالكوارث والأوبئة واسعة الانتشار»-«هنري ريف» في باكستان وإندونيسيا والمكسيك والإكوادور وبيرو وتشيلي وفنزويلا وغيرها من البلدان.
في الأغلبية الساحقة من المهام التي تم تنفيذها، تحمّلت الحكومة الكوبية النفقات. كما أنه تخرّج في كوبا بصورة مجانية 35 ألفاً و613 مهني في مجال الصحة من 138 بلداً، في تعبير عن نزعتنا التضامنية والأممية.
لقد تم في كل لحظة المحافظة على أماكن عمل المتعاونين وعلى راتبهم في كوبا كاملاً، مع جميع الضمانات العملية والاجتماعية، على غرار سائر عمال نظام الصحة الوطني.
إن تجربة «برنامج مزيد من الأطباء» البرازيلي والمشاركة الكوبية فيها تثبتان أنه، نعم، بالإمكان وضع بنية لبرنامج تعاون جنوب-جنوب برعاية «منظمة الصحة عبر الأمريكية»، من أجل دفع أهدافها في المنطقة. ويصنّف «برنامج الأمم المتحدة للتنمية» و «منظمة الصحة العالمية» هذا البرنامج كمثال رئيسي على الممارسات الحسنة في التعاون الثلاثي وتطبيق «أجندة 2030″ و»أهدافها للتنمية المستدامة».
تعلم شعوب أمريكانا وشعوب بقية العالم أن بوسعها أن تحسب النزعة الإنسانية والتضامنية عند مهنيينا إلى جانبها دائماً.
والشعب البرازيلي، الذي جعل من «برنامج مزيد من الأطباء» إنجازاً اجتماعياً، ووثق منذ اللحظة الأولى بالأطباء الكوبيين، ويقدّر فضائلهم ويشعر بالامتنان للاحترام والاعتبار والمهنية التي خدموه بها، يمكنه أن يدرك على مَن تقع مسؤولية عدم تمكّن أطبائنا من مواصلة تقديم مساهمتهم التضامنية في هذا البلد.

Заявление Министерства здравоохранения

Избранный президент Бразилии Жаил Болсонару, со своими неприкрытыми, презрительными и угрожающими высказываниями, касающимися присутствия в Бразилии наших врачей, вновь заявил, что изменит сроки и условия Программы «Больше врачей», проявив тем самым неуважение по отношению к Панамериканской организации здравоохранения.

Министерство здравоохранения Республики Куба, следуя принципам солидарности и гуманизма, которыми на протяжении 55 лет руководствовалось кубинское медицинское сотрудничество, принимает участие в Программе «Больше врачей для Бразилии» с начала ее создания в августе 2013 года. Инициатива Дилмы Руссефф, являющейся в тот момент президентом Федеративной Республики Бразилии, преследовала благородную цель: обеспечить медицинское обслуживание самым широким слоям населения Бразилии в соответствии с принципами всеобщего охвата медико-санитарными услугами, продвигаемого Всемирной организацией здравоохранения.
Эта программа предусматривала присутствие бразильских и иностранных врачей в Бразилии для работы в бедных и отдаленных районах страны.
Участие Кубы в этой программе осуществляется через Панамериканскую организацию здравоохранения и всегда характеризовалось тем, что кубинские врачи занимали места, не занятые бразильскими врачами или врачами других национальностей.
За пять лет работы в стране около 20 тысяч кубинских медицинских работников, оказывающих медицинскую помощь в рамках сотрудничества, обслужили 113 359 000 пациентов в более 3 600 муниципиях, причем, когда они составляли 80% от всех врачей, участвовавших в программе, ими было охвачено до 60 миллионов бразильцев.  Жители более 700 муниципий увидели врача впервые в жизни.
Работа кубинских врачей в местах, где люди живут в условиях крайней нищеты – в фавелах Рио-де-Жанейро, в Сан-Паулу, Салвадор-да-Баиа, в 34 специальных аборигенных округах, особенно в Амазонии – получила широкое признание со стороны федерального правительства, правительств штатов, муниципальных властей и населения этой страны с показателем одобрения их деятельности, составившим 95% согласно исследованию, проведенному Федеральным университетом Минас-Жерайс по поручению Министерства здравоохранения Бразилии.
В своем официальном заявлении от 27 сентября 2016 года, незадолго до истечения срока соглашения и в разгаре событий, связанных с государственным законодательно-правовым переворотом, направленным против президента Дилмы Руссефф, Министерство здравоохранения отметило, что «Куба продолжит участвовать в соглашении с Панамериканской организацией здравоохранения по внедрению Программы «Больше врачей», если будут сохранятся гарантии, предоставленные местными властями», что соблюдалось до настоящего момента.
Избранный президент Бразилии Жаир Болсонаро со своими неприкрытыми, презрительными и угрожающими высказываниями, касающимися присутствия в Бразилии наших врачей, вновь заявил, что изменит сроки и условия Программы «Больше врачей», проявив неуважение по отношению к Панамериканской организации здравоохранения и ее договоренностям с Кубой, когда поставил под сомнение профессиональную подготовку наших врачей и установил в качестве условия их участия в программе переаттестацию дипломов и подписание индивидуального трудового договора как единственного способа найма.
Объявленные изменения навязывают неприемлемые условия и обуславливают невыполнение гарантий, установленных с начала создания Программы и ратифицированных в 2016 году с пересмотром сроков сотрудничества между Панамериканской организацией здравоохранения и Министерством здравоохранения Бразилии и Соглашения о сотрудничестве между Панамериканской организацией здравоохранения и Министерством здравоохранения Кубы. Эти недопустимые условия делают невозможным дальнейшее участие кубинских специалистов в Программе.
В виду этого прискорбного факта Министерство здравоохранения Кубы приняло решение отменить дальнейшее участие в Программе «Больше врачей», о чем сообщило Директору Панамериканской организации здравоохранения и бразильским политическим лидерам, которые выдвинули и защищали эту инициативу.
Нельзя допустить, чтобы ставились под сомнение достоинство, профессионализм и самоотверженность кубинских врачей-добровольцев, которые сегодня, при поддержке своих близких, оказывают медицинские услуги в 67 странах. В течение 55 лет было выполнено 600 000 интернационалистических миссий в 164 странах, в которых приняло участие более 400 000 медицинских работников, и многие из них выполняли это почетное задание неоднократно. Следует отметить героическую борьбу с болезнью, вызванной вирусом эбола, в Африке, со слепотой в странах Латинской Америки и Карибского региона, с эпидемией холеры на Гаити, а также   участие 26 бригад Международного контингента врачей, специализирующихся на борьбе с последствиями стихийных бедствий и масштабных эпидемий «Генри Рив» в Пакистане, Индонезии, Мексике, Эквадоре, Перу, Чили, Венесуэле и других странах.
В подавляющем большинстве выполненных миссий расходы оплачивались правительством Кубы. Равным образом, на Кубе было сформировано на безвозмездной основе 35 613 медицинских работников из 138 стран, что стало выражением нашего духа солидарности и интернационализма.
Медицинским работникам, оказывающим помощь в рамках сотрудничества за границей, сохраняли рабочие места и полную зарплату на Кубе, а также все трудовые и социальные гарантии, как и остальным работникам Национальной системы здравоохранения.
Опыт внедрения Программы «Больше врачей для Бразилии» и участие в ней Кубы свидетельствует о возможности разработки программы сотрудничества Юг-Юг под эгидой Панамериканской организации здравоохранения для выполнения ее целей в нашем регионе. Программа развития Организации Объединенных Наций и Всемирная организация здравоохранения приводят эту программу в качестве наглядного примера надлежащих практик в трехстороннем сотрудничестве и осуществления Повестки дня на период до 2030 года и содержащихся в ней целей устойчивого развития.
Народы Нашей Америки и остальных стран мира знают, что всегда могут рассчитывать на гуманизм и солидарность наших специалистов.
Бразильский народ, волей которого Программа «Больше врачей» стала социальным завоеванием, который с самого начала доверился кубинским врачам, который высоко ценит их достоинства и благодарит их за уважение, чуткость и профессионализм по отношению к своим пациентам, поймет, кто несет ответственность за прекращение солидарной помощи, которую оказывали наши врачи этой стране.

Dichiarazione del Ministero di Salute Pubblica

Il presidente eletto del Brasile, Jair Bolsonaro, riferendosi direttamente, sprezzantemente e minacciosamente alla presenza dei nostri medici, ha dichiarato e reiterato che modificherà i termini e le condizioni del Programma Más Médicos (Più Medici), mancando il rispetto all’Organizzazione Panamericana della Salute.

Il Ministero di Salute Pubblica della Repubblica di Cuba, impegnato con i principi solidali e umanisti che per ben 55 anni hanno guidato la cooperazione medica cubana, partecipa dagli inizi, nell’agosto 2013, al Programma Más Médicos para Brasil (Più Medici per il Brasile). L’iniziativa messa in atto da Dilma Rousseff, allora presidente della Repubblica Federativa del Brasile, aveva lo scopo di assicurare il servizio medico alla maggioranza della popolazione brasiliana, conformemente al principio di copertura sanitaria universale promosso dall’Organizzazione Mondiale della Salute.
Il suddetto programma prevede la presenza di medici brasiliani e stranieri per lavorare nelle zone povere ed isolate di questo Paese.
La partecipazione cubana nello stesso avviene tramite l’Organizzazione Panamericana della Salute e si è contraddistinta dal fatto di occupare posti non coperti né dai medici brasiliani né dai medici provenienti da altre nazioni.
Nell’arco di questi cinque anni di lavoro, all’incirca 20.000 collaboratori cubani hanno accudito 113.359.000 pazienti, in oltre 3.600 comuni, riuscendo a coprire un universo di 60.000.000 brasiliani nel momento in cui erano l’80% di tutti i medici partecipanti al programma. Per la prima volta nella storia più di 700 comuni hanno potuto usufruire dei servizi di un medico.
Il lavoro dei medici cubani nei luoghi di povertà estrema, nelle favela di Rio de Janeiro, Sao Paulo, Salvador de Bahia, nei 34 Distretti Speciali Indigeni, soprattutto nell’Amazzonia, è stato ampiamente lodato dai governi federali e comunali del sopraccitato Paese e dalla sua popolazione, che ha conferito loro un 95% di accettazione, da quanto resulta dallo studio incaricato dal Ministero di Salute del Brasile all’Università Federale di Minas Gerais.
Il 27 settembre 2016 il Ministero di Salute Pubblica, in una dichiarazione ufficiale, aveva informato, vicino alla data di scadenza dell’accordo ed in mezzo agli eventi succedutisi attorno al colpo di stato legislativo-giudiziario contro la presidente Dilma Rousseff, che Cuba “continuerà partecipando all’accordo con l’Organizzazione Panamericana della Salute per l’applicazione del Programma Más Médicos, fintantoché si manterranno le garanzie offerte dalle autorità locali”, ciò che è stato rispettato fino alla data odierna.
Il presidente eletto del Brasile, Jair Bolsonaro, riferendosi direttamente, sprezzantemente e minacciosamente alla presenza dei nostri medici, ha dichiarato e reiterato che modificherà i termini e le condizioni del Programma Más Médicos (Più Medici), mancando il rispetto all’Organizzazione Panamericana della Salute ed a quanto convenuto da essa con Cuba, mettendo in discussione la preparazione dei nostri medici e condizionando la loro permanenza nel programma alla convalida dei loro titoli ed alla contrattazione individuale come unica via.
Le modifiche annunciate impongono condizioni inaccettabili e contravvengono le garanzie convenute dall’inizio del Programma e ratificate nel 2016 con il nuovo negoziato del Termine di Cooperazione tra l’Organizzazione Panamericana della Salute ed il Ministero di Salute del Brasile e l’Accordo di Cooperazione tra l’Organizzazione Panamericana della Salute ed il Ministero di Salute Pubblica di Cuba. Queste inammissibili condizioni rendono impossibile la presenza dei professionisti cubani nel Programma.
Dunque, di fronte a questa infelice realtà, il Ministero di Salute Pubblica di Cuba ha preso la decisione di smettere la sua partecipazione al Programma Más Médicos e così l’ha fatto sapere alla Direttrice dell’Organizzazione Panamericana della Salute ed ai leader politici brasiliani fondatori e difensori di questa iniziativa.
Non è accettabile che si metta in discussione la dignità, la professionalità e l’altruismo dei collaboratori cubani che, con l’appoggio dei loro parenti, prestano attualmente servizi in 67 Paesi. Per ben 55 anni sono state realizzate 600.000 missioni internazionaliste in 164 nazioni, partecipando più di 400.000 lavoratori della salute, che in non pochi casi hanno compiuto questo dignitoso compito più di una volta. Vanno segnalate le gesta della lotta contro l’ebola nell’Africa, la cecità nell’America Latina ed i Caraibi, il colera in Haiti e la partecipazione di 26 brigate del Contingente Internazionale di Medici Specializzati in Disastri e Grandi Epidemie “Henry Reeve” in Pachistano, Indonesia, Messico, Ecuador, Peru, Cile e Venezuela, tra altri Paesi.
Nella stragrande maggioranza delle missioni realizzate, le spese sono state coperte dal governo cubano. Ugualmente, a Cuba, sono stati formati gratuitamente 35.613 professionisti della salute provenienti da 138 Paesi, come espressione della nostra vocazione solidale ed internazionalista.
Ai collaboratori gli è stato preservato sempre il loro posto di lavoro ed il 100 % del loro salario a Cuba, con tutte le garanzie di lavoro e sociali, così come agli altri lavoratori del Sistema Nazionale della Salute.
L’esperienza del Programma Más Médicos para Brasil e la partecipazione cubana allo stesso mostra che è possibile articolare un programma di cooperazione Sud-Sud sotto gli auspici dell’Organizzazione Panamericana della Salute, per fomentare le sue mete nella nostra regione. Il Programma delle Nazioni Unite per lo Sviluppo e l’Organizzazione Mondiale della Salute lo definiscono come il principale esempio di buone pratiche in cooperazione triangolare e l’implementazione dell’Agenda 2030 con i suoi Obiettivi di Sviluppo Sostenibile.
I popoli di Nuestra América (Nostra America) e del resto del mondo sabbi che potranno contare sempre sulla vocazione umanista e solidale dei nostri professionisti.
Il popolo brasiliano, che ha fatto del Programma Más Médicos una conquista sociale, che ha avuto fiducia sin dal primo momento nei medici cubani, apprezza le loro virtù e ringrazia per il rispetto, la sensibilità e la professionalità con cui è stato assistito e potrà capire su chi cade la responsabilità che i nostri medici non possono più continuare a dare il loro contributo solidale in quel Paese.

Erklärung des Gesundheitsministeriums

Jair Bolsonaro, gewählter Präsident Brasiliens, hat mittels direkter, verächtlicher und drohender Bezugnahme auf die Anwesenheit unserer Ärzte erklärt und wiederholt, dass er die Bestimmungen und Bedingungen des Programms Mais Mèdicos verändern wird – unter Missachtung der Panamerikanischen Gesundheitsorganisation.

Das Ministerium für Gesundheitswesen der Republik Kuba, den solidarischen und humanistischen Prinzipien verpflichtet, auf denen die kubanische Zusammenarbeit im medizinischen Bereich während 55 Jahren immer beruht hat, nimmt seit dessen Beginn im August 2013 an dem  Programm „Mais Mèdicos para o Brasil“ (Mehr Ärzte für Brasilien) teil. Die Initiative von Dilma Rousseff, zu jenem Zeitpunkt Präsidentin der Bundesrepublik Brasilien, hatte die edle Absicht, in Übereinstimmung mit dem von der Weltgesundheitsorganisation vertretenen Prinzip der universellen Gesundheitsfürsorge die medizinische Betreuung des größten Teils der brasilianischen Bevölkerung abzusichern.
Dieses Programm sah die Arbeit von brasilianischen und ausländischen Ärzten in abgelegenen Gebieten und armen Vierteln jenes Landes vor.
Die kubanische Teilnahme am selben erfolgte über die Panamerikanische Gesundheitsorganisation und hat sich dadurch ausgezeichnet, Stellen zu besetzen, die nicht von brasilianischen Ärzten oder denen anderer Länder eingenommen wurden.
In diesen fünf Jahren ihrer Tätigkeit haben circa 20.000 kubanische Mitarbeiter 113.359.000 Patienten in über 3.600 Gemeindebezirken behandelt, und sie waren zu dem Zeitpunkt, als sie 80 Prozent  aller am Programm teilnehmender Ärzte darstellten, für die Gesundheitsfürsorge von 60 Millionen Brasilianern zuständig. Mehr als 700 Gemeindebezirke hatten zum ersten Mal in der Geschichte einen Arzt.
Die Arbeit der kubanischen Ärzte in Gebieten der äußersten Armut, in Favelas von  Río de Janeiro, Sao Paulo und Salvador de Bahía und in den 34 Sonderdistrikten der indigenen Bevölkerung, vor allem im Amazonas-Gebiet, ist umfangreich durch die Regierungen auf Ebene des Bundes, der Bundesstaaten und Gemeindebezirke jenes Landes und deren Bevölkerung anerkannt worden, und gemäß einer im Auftrag des Gesundheitsministeriums von Brasilien durch die Staatliche Universität von Minas Gerais erfolgte Studie wurde dieser eine 95% Akzeptanz erteilt.
Am 27. September 2016, kurz vor Ablauf der Vertragsfrist und inmitten der Ereignisse rund um den Legislative- und Judikative-Putsch gegen die Präsidentin Dilma Rousseff, teilte das Ministerium für Gesundheitswesen in einer öffentlichen Erklärung mit, dass Kuba „weiterhin am Abkommen mit der Panamerikanischen Gesundheitsorganisation zur Anwendung des Programms Mais Mèdicos teilnehmen wird, solange die von den örtlichen Behörden gebotenen Garantien abgesichert werden“, was bis jetzt eingehalten worden ist.
Jair Bolsonaro, gewählter Präsident Brasiliens, hat mittels direkter, verächtlicher und drohender Bezugnahme auf die Anwesenheit unserer Ärzte erklärt und wiederholt, dass er die Bestimmungen und Bedingungen des Programms Mais Mèdicos verändern wird – unter Missachtung der Panamerikanischen Gesundheitsorganisation und der von dieser mit Kuba getroffenen Vereinbarungen – wobei er die Ausbildung unserer Ärzte in Frage stellt und ihr Verbleiben im Programm von der amtlichen Anerkennung durch Examenserneuerung abhängig machen und einzig und allein die individuelle Anstellung zulassen will.
Die angekündigten Veränderungen zwingen unannehmbare Bedingungen auf  und verletzen die seit Beginn des Programms vereinbarten Vertragsgarantien, ratifiziert im Jahr 2016 mittels der Neuverhandlung der Zusammenarbeitsbestimmungen durch die Panamerikanische Gesundheitsorganisation und das Gesundheitsministerium von Brasilien  und den Kooperationsvertrag der Panamerikanischen Gesundheitsorganisation mit dem Ministerium für Gesundheitswesen von Kuba. Diese unzumutbaren Bedingungen machen die Aufrechterhaltung der Teilnahme von kubanischen Fachleuten im Programm  unmöglich.
Somit hat das Ministerium für Gesundheitswesen von Kuba angesichts dieser bedauerlichen Realität die Entscheidung getroffen, nicht mehr am Programm Mais Mèdicos teilzunehmen und hat das so der Direktorin der Panamerikanischen Gesundheitsorganisation mitgeteilt und den brasilianischen politischen Führungspersönlichkeiten, die diese Initiative ins Leben gerufen und verteidigt haben.
Es ist inakzeptabel, dass die Würde, die fachliche Kompetenz und der Altruismus der kubanischen Mitarbeiter in Frage gestellt werden, welche mit Unterstützung ihrer Familien zurzeit Dienste in 67 Ländern leisten. In 55 Jahren sind 600.000 internationalistische Missionen in 164 Ländern durchgeführt worden, an denen über 400.000 Mitarbeiter des Gesundheitswesens teilgenommen haben, die in nicht wenigen Fällen diese ehrbare Aufgabe mehr als einmal erfüllt haben. Hervorzuheben sind die Heldentaten im Kampf gegen das Ebolafieber, gegen die Blindheit in Lateinamerika und der Karibik und die Cholera in Haiti und die Teilnahme von 26 Brigaden des Internationalen Kontingents von speziell für den Einsatz bei Katastrophen und großen Epidemien ausgebildeten Ärzten „Henry Reeve“ in Pakistan, Indonesien, Mexiko, Ecuador, Peru, Chile, Venezuela und anderen Ländern.
Bei der überwältigenden Mehrheit der erfüllten Missionen wurden die Kosten von der kubanischen Regierung übernommen. Ebenso sind in Kuba kostenlos 35.613 Fachleute des Gesundheitswesens aus 138 Ländern ausgebildet worden – als Ausdruck unserer solidarischen und internationalistischen Berufung.
Die Mitarbeiter im Auslandseinsatz haben die ganze Zeit ihren Arbeitsplatz behalten und 100 Prozent ihres Gehalts in Kuba bezogen, unter Gewährung aller arbeitsmäßigen und sozialen Sicherheiten, wie sie den anderen Mitarbeitern des Gesundheitswesens im Land zustehen.
Die Erfahrung des Programms Mais Mèdicos para o Brasil und die kubanische Teilnahme  am selben zeigen, dass es möglich ist, ein Kooperationsprogramm Süd-Süd unter Schirmherrschaft der Panamerikanischen Gesundheitsorganisation aufzubauen, um deren Zielstellungen in unserer Region voranzubringen. Das Programm der Vereinten Nationen für die weltweite Entwicklung und Organisation des Gesundheitswesens nennt es als wichtigstes Beispiel der vorbildlichen Verfahren der Dreieckskooperation und der Umsetzung der Agenda 2030 und ihrer Ziele zur nachhaltigen Entwicklung.
Die Völker Unseres Amerikas und vom Rest der Welt wissen, dass sie immer auf die humanistische und solidarische Berufung unserer Fachleute zählen können.
Die brasilianische Bevölkerung, die das Programm Mais Mèdicos zu einer sozialen Errungenschaft gemacht hat, die vom ersten Augenblick an den kubanischen Ärzten vertraut hat, schätzt ihre Tugenden und dankt für die Achtung, Sensibilität und Professionalität mit denen diese sie behandelt haben, und wird verstehen können, wer die Verantwortung dafür trägt, dass unsere Ärzte ihren solidarischen Beitrag in jenem Land nicht weiter leisten können.

巴西当选总统雅伊尔•博尔索纳罗（Jair Bolsonaro），宣布将修改关于“更多医生”计划的条款和条件，修改内容中出现了对古巴医生的专业素养的质疑和贬损，这是对泛美卫生组织的不尊重。

古巴共和国公共卫生部，以团结和人道主义为原则55年来致力于引导古巴医疗合作，自2013年8月开始参加巴西“更多医生”计划。迪尔玛•罗塞夫（Dilma Rousseff）作为当时的巴西联邦共和国总统，旨在解决巴西偏远贫困地区缺医问题，希望让更多的巴西人民接受医疗护理此崇高目的与世界卫生组织推动的全民健康覆盖原则相一致。
该项目计划让巴西本国医生和外国医生们在巴西贫穷和偏远地区开展工作。
通过泛美卫生组织古巴参加该计划，古巴医生们在巴西本国医生或外国医生都不愿去的地方兢兢业业的工作。
该计划实施5年以来，约2万名古巴医生在3600个城市接诊了1.13359亿名患者，古巴医生覆盖了多达6千万巴西人，占该计划所有医生的80％，有700多个城市是有史以来第一次有医生。
古巴医生们在极端贫困的地方工作，比如在里约热内卢、圣保罗和萨尔瓦多巴伊亚的贫民窟，在34个特别土著地区，特别是在亚马逊地区，根据巴西卫生部委托米纳斯吉拉斯联邦大学（Universidad Federal de Minas Gerais）进行的一项研究表明古巴医生的工作得到了巴西联邦、州和市政府及其人民的95％的广泛认可。
2016年9月27日，公共卫生部的官方声明宣称，合作日期到期之前以及围绕反对总统迪尔玛•罗塞夫（Dilma Rousseff）的立法-司法政变活动，古巴“将继续参加与泛美卫生组织“更多医生”计划的协议，与此同时，地方当局提供的保证必须继续维持”，到目前为止该协议一直受到尊重。
雅伊尔•博尔索纳罗（Jair Bolsonaro）当选巴西新任总统，对我们医生的存在进行了直接的，贬损的和威胁性的提及，宣布并一再重申将修改关于“更多医生”计划的条款和条件，这是对泛美卫生组织的不尊重，与古巴政府的合作，质疑我们医生的医学水平，依据对文凭的重新考核结果，再决定医生是否有能力，与个人签约是合作的唯一途径。
已公布的这些修改带来的是无法接受的条件，违反了该项目自开始以来就已达成的承诺。在2016年，泛美卫生组织与巴西卫生部，与古巴卫生部关于合作日期进行重新谈判，这些不合理的要求使古巴专业人员无法继续在该方案中存在。
因此，由于这一不幸的现状，古巴公共卫生部已决定不再继续参加“更多医生”计划，并已通知泛美卫生组织主任以及创立并为此项目辩护的巴西的政治领袖们。
对古巴医生尊严、专业精神和利他主义提出的质疑是不可接受的，他们在家庭的支持下，在67个国家提供服务。55年来，在164个国家执行了60万次国际任务，近40多万名卫生工作者，不止一次光荣的完成任务。他们在非洲抗击埃博拉病毒、在拉丁美洲和加勒比地区抗击视力丧失、在海地抗击霍乱。26支队伍的灾害和大型流行病国际医疗救援队亨利•里夫（Henry Reeve）在巴基斯坦，印度尼西亚、墨西哥、厄瓜多尔、秘鲁、智利和委内瑞拉等国的提供过援助。
在大多数已完成的任务中，费用都是由古巴政府承担。 同样，在古巴有来自138个国家的35613名卫生专业人员接受了免费培训，以此来表达我们的团结精神和国际主义使命。
对于外派的医生，始终保留他们的工作职位，发放百分之百的古巴工资，提供所有劳动和社会保障，享受跟其他卫生系统员工一样的待遇。
根据“更多医生”计划的经验，对于巴西和古巴来说，可以在泛美卫生组织的主持下发展“南南合作”项目，以促进其在我们地区的发展目标。联合国开发计划署和世界卫生组织将其定义为三角合作和落实2030年议程及其可持续发展目标的良好实践的主要范例。
美洲人民和世界其他地区的人民都知道，我们专业人员的人文主义和团结精神永远值得信赖。
巴西人民使“更多医生”计划取得了卓越成就，在第一时间就对古巴医生产生了信任，大家赞赏古巴医生的美德,感谢古巴医生接待他们时所表现的尊重、敏感和专业精神,希望巴西人民能够理解谁才是使我们的医生不能继续提供团结服务始作俑者。

Encuentro Nórdico de Asociaciones de Amistad realizado en Estocolmo

Del 5 al 6 de octubre se celebró en la capital sueca el Encuentro Nórdico de Solidaridad con Cuba. En el mismo estuvieron  presentes miembros de las asociaciones de solidaridad de Noruega, Finlandia, Dinamarca, Islandia y Suecia. Los principales temas de la agenda de la reunión fueron las actividades e iniciativas de cada país para celebrar el 60 Aniversario del triunfo de la Revolución cubana, las acciones contra el Bloqueo, el trabajo en las redes sociales y la participación en la Brigada Nórdica que cada año viaja a Cuba.

Condena el ICAP nuevo ataque al sitio Cubainformación TV

El Instituto Cubano de Amistad con los Pueblos (ICAP) manifestó en una declaración su rechazo al carácter extraterritorial del bloqueo de EE.UU. al provocar la paralización de la campaña de apoyo a Cubainformación TV tras el fuerte ataque cibernético del que fue objeto en agosto pasado el medio alternativo del País Vasco que por más de 10 años ha divulgado la realidad cubana con agudeza y valentía.

Comunicado de la ASC Suiza-Cuba contra el bloqueo

A pocos días de la votación de la Resolución en contra del bloqueo impuesto por Estados Unidos a Cuba, la Asociación Suiza-Cuba protesta una vez más contra la manera en que la potencia mundial de los Estados Unidos intenta presionar e intimidar al resto del mundo, acusando a Cuba e imputándole las malas acciones que comete esta propia potencia en todos los rincones del mundo.
